Major Development Projects

 

Proposed ComEd Diversey Substation: In early 2026, ComEd announced plans to build a new electrical substation at 1111 W. Diversey Parkway (the former site of the COVID testing facility and Mini dealership before that). On March 4, 2026, ComEd presented their plan to greatly expand the existing substation (located behind the 1111 W. Diversey property) to the community. Since the site is fully within the 43rd Ward, Ald. Timmy Knudsen is leading the review of the proposed project. Ald. Bennett Lawson (44th Ward) and Ald. Scott Waguespack (32nd Ward) are also engaged in this process given the site's proximity to their respective wards. Together, the Alders have requested a Formal Letter of Written Interpretation from the Zoning Administrator regarding the proper zoning classification of the proposed substation. They believe the project should be considered a "Major Utility" project rather than the current "Minor" classification so that the project will receive a higher level of administrative review and scrutiny. In response to the proposed development, a group of community members have formed the Diversey Community Coalition to oppose the proposed development. The group (which includes a number of CLVN members) believes this Equitable Transit-Oriented Development (ETOD) site, which is only 600 feet from an ADA-accessible L stop, should be reserved for people and local businesses, not a 125-yard windowless industrial wall. AAH-IMMC Expansion: At the September 2021 CLVN meeting, representatives of AdvocateAuroraHealth-Illinois Masonic Medical Center (AAH-IMMC) presented details of their plan to expand the hospital campus as part of their goal of providing private rooms to 100% of their patients.
